This petition has been filed by PSEB under section 62(4) of the Electricity Act 2003 read with Regulation 55 of the Punjab State Electricity Regulatory Commission (Conduct of Business) Regulations, 2005 for increase in tariff after incorporating effect of change in fuel prices during the first quarter of the current financial year by levy of FCA surcharge as under:-
For arriving at the proposed FCA surcharge, PSEB has worked out Adjustment Amount during the quarter as under:-

The Commission notes that while working out the Adjustment Amount PSEB has taken into account total change in the variable cost of the power purchased from all sources whereas as per FCA formula approved by the Commission, the Adjustment Amount on account of power purchase is to be worked out on the basis of change in power purchase cost due to change in fuel cost alone for Central Generating Stations. The representative of the Board admitted the above position. In view of this, no case is made out for enhancing tariff under FCA from the consumers.
