ORDER

                       

            Punjab State Electricity Board (Board) has filed this petition seeking additional time for fulfilling the requirements of the State Grid Code (SGC) in respect of Current Transformers (CTs) and Potential Transformers (PTs). The Commission, in its order of 8.1.2008 directed that the Board may obtain the recommendations of the State Grid Code Review Committee (SGRC) and submit the same for its consideration.

 

2.         The Board in its submissions filed on 7.3.2008 forwarded the recommendations of the SGRC which are as under:

(i)                 Existing CTs and PTs need not be changed abruptly and new purchases be regulated as per the recommended parameters.

(ii)               To replace in the year 2008-09, all existing CTs and PTs at the boundaries for inter-state billing and in the case of all consumers supplied through independent feeders.

(iii)             VA burden of CTs may be reduced from 30 VA as prescribed in the SGC to 25 VA per core.

(iv)              Remaining CTs and PTs at State boundaries may be replaced in a phased manner by those with new technical parameters only after unbundling of the Board.

 

3.         In response to the Commission’s query as to whether its approval was required even in cases where the proposed parameters exceeded SGC’s prescription, the Board has clarified that the Commission’s approval in such cases would not be required.

 

4.         The Commission has carefully considered the submissions of the petitioner alongwith the recommendations of the SGRC and observes as under:

(i)                 CTs and PTs existing at boundaries for inter-state billing and for consumers supplied by independent feeders will be replaced with those conforming to SGC parameters within 6 months of the passing of this order.

(ii)               The cost of replacing CTs and PTs in the case of consumers supplied through independent feeders would, however, be borne by the Board.

(iii)             The question of replacing CTs and PTs consequent upon unbundling of the Board would be separately addressed as and when the contours of the proposed unbundling become known.

(iv)              The Board may within 15 days intimate the schedule for replacing all other CTs and PTs not referred to above. This aspect will be separately considered by the Commission.

(v)                On the basis of the SGRC’s recommendations, the Commission approves the reduction of VA burden from 30 VA as mentioned in the SGC to 25 VA per core for CTs.
