The Hon’ble Supreme Court has passed Order dated October 9, 2006 vide which Order dated November 8, 2004 passed by the Hon’ble High Court has been set aside and the parties have been directed to approach the Appellate Tribunal with appropriate application. In view of the orders passed by the Hon’ble Supreme Court the petition has become infructuous and is dismissed as such.
