ORDER

    This petition has been filed by Talwandi Sabo Power Limited for review of order dated November 8, 2007 passed by the Commission in Petition No.29 of

    As per Regulation 64 of the Punjab State Electricity Regulatory Commission (Conduct of Business) Regulations, 2005 review is allowed only on three grounds namely:

    1. grounds arising from the discovery of new and important matter or evidence, which after the exercise of due diligence, was not within the applicant’s knowledge or could not be produced by him at the time when the order was passed; or
    2. on account of some mistake or error apparent on the face of record; or
    3. for any other sufficient reason.

      This petition does not disclose any new fact or evidence nor any error apparent on the face of the record has been pointed out therein. Shri Anurag Aggarwal appearing for the petitioner has stated that review may be allowed for any other sufficient reason. The Commission notes that the Hon’ble Supreme Court has held in AIR 1954 SC 526 and AIR 2000 SC 1650 that words “any other sufficient reason” must mean a reason sufficient on grounds atleast analogous to the first two grounds. On the other hand, it is evident that no ground analogous to the first two grounds has been made out. In the light of this position, no review of the order of the Commission is maintainable. The petition is accordingly dismissed.
