This petition has been filed by the PSEB praying that the Commission may grant time to the petitioner for filing ARR/Tariff Petition for the year 2008-09 by December 31, 2007.

The petitioner has stated that under clause 13 of the Punjab State Electricity Regulatory Commission (Terms & Conditions for Determination of Tariff) Regulations 2005, the ARR/Tariff Petition for the financial year 2008-09 was to be filed before the Commission on or before November 30, 2007. It is further averred that filing of the ARR/Tariff Petition has been delayed because the same is under discussion with the Board.

The Commission observes that the time schedule for filing the ARR has been clearly laid down in the Regulations and the Licensee should normally be able to conclude internal deliberations and still ensure its timely submission. The Commission has noted the distressing tendency of delaying the submission of ARRs as was evident in the non-submission of the same for the year 2007-08. On the other hand, it is desirable that the Tariff Order of the Commission should issue by end March so that the billing at new rates can be undertaken at the beginning of the Financial Year. Notwithstanding the above, the Commission is, however, inclined to allow extension and expects that the ARR will now be filed by December 31, 2007.
