ORDER

 

 

This petition has been filed by PSEB with the prayer that the Commission may grant  time  to  the petitioner for filing ARR/Tariff Petition for the year 2009-10 upto December 31, 2008.

            The petitioner has stated that under clause 13 of the Punjab State Electricity Regulatory Commission (Terms & Conditions  for  Determination of Tariff) Regulations 2005, the ARR/Tariff Petition for the financial year 2009-10 was to be filed before the Commission on or before November 30, 2008. It is further averred  that filing of the ARR/Tariff Petition has been delayed because the same is under discussion with the Board.

 

             The Commission observes that the time schedule for filing the ARR has been clearly laid down in the Regulations and the Licensee should normally be able  to  conclude  internal deliberations and still ensure its timely submission. It is desirable that the Tariff Order of the Commission is issued by the end of  March so that the billing at new rates is possible at the beginning of the Financial Year. The Commission  has  noted that PSEB has not been filing the ARRs for the previous years in time which is a mater of concern. Shri J.P.Singh, Dy.C.E. has undertaken that the ARR for the year 2009-10 will be filed by December 31, 2008. In view of the undertaking, the Commission decides to allow extension of time for filing the  ARR for the year 2009-10 by December 31, 2008.  In case the ARR is not filed by that date the consequences may have to be borne by PSEB.
